Participation is one of the pillar son which the idea of democracy is established and it is also one of the criteria through which all citizens judge their governments act.

On the other hand, the development of the participation contributes to promoting other basic values of the local democracy, resulting an effective encouragement to impel transparency of the public administration and favour the governments receptivity since the exchanges between citizens and Local authorities permit to better adjust policies and public services to the citizens preferences. Participation has been considered as a sort of a democratic school both governing and citizenship.

In accordance with the new continental tendencies and with the specific European Union guideline, the will to favour citizen participation has been translated into a series of normative demands at level state gathered in the Law 57/2003 of Local Measures for the Government Modernization.

In this sense, the aforementioned Law demands a minimum standards to all municipalities such as the necessary promotion and application of the new technologies of information and communication with neighbours in order to facilitate the administrative procedures, introduction to basic legislation about local regime of the citizen initiatives that can even lead to a popular consultations and the obligatory to establish organic regulations in terms of citizen participation that state and regulate the suitable procedures and mechanisms to become effective..
